当前中国小城镇都市农业存在诸多问题：农用耕地不断减少,土地资源浪费严重;农业污染严重;农业劳动力素质、收入偏低;区位优势和产业优势明显,但交通运输能力有限;农业资金投入不足,缺少相应的政策法规指导;农业旅游业档次不高,缺乏特色等。因此要加强土地保护和综合利用;保持生态环境的可持续发展;重视人才培养,全面提升整体素质;开发农业旅游业,加强基础设施建设;增加农业资金和科技投入;制定规划法规加强管理,挖掘地方特色。

Based on the concept of ecological civilization, this article attempts to analyze the current situ- atibn and problems of urban agricultural development in small towns of China. Lots of severe problems are handicapping the progress of the urban agriculture in small towns ： decrease in agricultural land ; severe waste of land resources; serious agricultural pollution; low quality and income of agricultural labors; the limited transport capacity ; insufficient agricultural funding; lack of related policies and regulations; low level of agri- cultural tourism and lack of local characteristics and so on. To solve the above problems, we must strength the land conservation and utilization; maintain the sustainable development of ecological environment; pay atten- tion to the cultivation of talents and enhance their overall quality; develop the agricultural tourism and strengthen the infrastructure construction ; increase the financial as well as technological investment in agricul- ture; draw up the planning regulations to strengthen management and discover the local characteristics.
