By the analysis of the questionnaire, the paper demonstrates the city new residents group's basic characteristics, housing situation and demand for public rental housing. On this basis, the construction strategy for public rental housing aiming at the city new residents is suggested as: the housing resources collection should combine creating the increment and revitalizing the stock to form the supply scale"; the investment structure should "combine government investment and social investment and strengthen the government guiding"; the construction standards should "mainly consider realistic demand with taking account of long-term demand to promote the sustainable development"; the rental level should "mainly consider pay ability with taking account of the construction cost and emphasize the security function
