民国时期，毒品在西北地区泛滥，青海也深受其害，但是与陕西、甘肃相比，青海毒祸较轻。“青马”军阀为了维护在此地区的绝对权威，树立所谓的“新青海”，对禁绝毒品不遗余力。马麒、马麟、马步芳统治期间，青海烟毒种植灭绝殆尽，然贩运和吸食所在多有，一直迁延不绝。马步芳虽声称要将青海建成禁毒的模范省，一度法令森严，人人自危。然其自身的行为证明他的禁毒是无力的，民众对此敷衍了事，毒品不能彻底禁绝也就在情理之中。

In the period of Republic of China , opium was abused in Northwest of China , Qinghai province was also deeply damaged by this . But it was less serious eompared with the situation in Shanxi and Gansu two provinces . The local warlord which named ＂Qingma＂was willing to keep the absolute authority in this area to establish the so-called ＂New Qinghai＂, they did their best to prohibit the opium completely . During the domination of Maqi, Malin, and Mabufang who used to be the local warlords, the opium planting was closed to extinct, but the selling and taking of opium used to be very normal and it was hard to end . Actually,＂Qingma＂was the biggest opium business group .Mabufang had ever claimed that he wanted to establish Qinghai Province as a Model for opium prohibition with a serious law at one time . It made everybody would be deterred by the danger. But his own behaviors just proved his prohibition was powerless. The public paltered the ban as a trifle. It was reasonable that the opium could not prohibited completely.
