首先通过对＂中等收入陷阱＂决定性因素分析,明确＂中等收入陷阱＂是经济增长过程中通常遇到的阶段,也是当今中国应该警惕的一个发展阶段,并提出其实质是产业结构陷阱,究其本质是人力资本结构陷阱。然后,利用产业就业结构偏离度和不同受教育程度就业人员创造价值占比,分析我国人力资本结构与经济结构的不协调性,并针对我国人力资本结构在质量与数量等方面存在的问题提出相关建议。

Through explaining the economic connotation of middle-income trap, this paper makes clear that every country should be facing on middle-income trap in the process of economic development. Chi- na should enhance vigilance for middle income trap. The nature of middle income trap is industry struc- ture trap, and the essence of industry structure trap is human resource structure trap. Then using the two indices--the first is the deviation degree of industry structure and employment, the second is the percentage of people of different education level creating value in economic value added--to analyze the coordination degree of human resource structure and economic structure. At last, this paper puts for- ward some relevant suggestions based on China＇s problems of human resource structure.
