通过追溯欧盟环境规制的形成及演进，研究其中的制度因素，从多层治理的角度讨论其发展趋势以及对我国的影响及启示。欧盟环境规制已形成了“由内及外”的良性循环，环境规制螺旋式上升的速度在加快，欧盟的环境规制不仅继续影响我国传统贸易领域，而且更多地冲击着新能源等新兴领域，使我国面临更严峻的碳政治挑战。
通過追溯歐盟環境規製的形成及縯進，研究其中的製度因素，從多層治理的角度討論其髮展趨勢以及對我國的影響及啟示。歐盟環境規製已形成瞭“由內及外”的良性循環，環境規製螺鏇式上升的速度在加快，歐盟的環境規製不僅繼續影響我國傳統貿易領域，而且更多地遲擊著新能源等新興領域，使我國麵臨更嚴峻的碳政治挑戰。

This article explores the institutional factors and trend of the EU environmental regulation by tracing back its formation and evolution route. It discusses the enlightenment to China＇s environmental protection, as well as the possible impacts on China, from a perspective of multi-level governance. It illustrates that the EU environmental governance has developed a virtuous cycle of ＂accumulation to diffusion＂, and the development of EU environmental regulation has risen spirally, which will continue impacting our traditional trade and cause more conflicts in the field of green energy and other emerging industries. Thus China has to face more severe political challenges on low carbon issues .
