The government performance satisfaction is one of the important factors affecting the residents＇ happiness. The pressure of increasing the income for well-- being can be partly replaced by improving the public satisfaction with the health care, the market regulation and the fairness of law enforcement. Meanwhile, the impacts of the satisfaction with the employment, the health care and the environment on the residents＇ happiness are more rigid and stable. However, the government openness and the government integrity have a non- substitutable influence on the residents＇ happiness. In the background of slowing economic growth, residents＇ well--being can be increased if we improve the openness, impartiality, efficiency and integrity of the government management （services） process.
