实现“城乡公共服务均等化”目标的关键不仅仅是“数量”，还包括“质量”，尤其是农村公共产品质量。近年来，各类灾害频发，农村公共产品质量问题，几度成为公众和媒介考问的焦点。本文基于全面质量管理理论的视角，融合公共产品的特征，围绕农村公共产品质量特点、我国农村公共产品质量缺失的现状等问题展开阐述，并提出完善政府采购制度、构建农村公共产品供给质量监管的非政府组织等保障质量实现的对策建议。
