学术权力是高校办学自主权的根本权力。学科自主权、专业自主权、发展自主权、资源配置权、内部机构设置权、人才管理和使用权、课程设置权和教育教学权均可理解为是学术权力的衍生权力。从办学实然状况出发去考察分析学术衍生权,高校办学自主权中仍有很多实质性的地方并未得到突破:高校主体性地位不够彰显;权力部门对高校的隐性权力控制加强;高校自身权、责、利难以协调统一。

Academic power is the fundamental power of the school-running autonomy of colleges and univesities. Power in disciplines, specialties, courses, planning, talents, allocation of resources, setting-up of organizations and teaching can all be regarded as its derivative power.
