生态文明建设是党的十八大确定的重大战略目标之一,也是河北省＂两个环境＂建设的重要内容。但是,目前河北省生态环境形势不容乐观,主要面临三大挑战：一是生态环境脆弱,环境污染严重;二是产业结构不合理,生态安全隐患较大;三是生态贫困现象突出,发展态势令人堪忧。十二五期间,推进生态文明建设、打造美丽河北,河北省必须实现三大突破：一是以环京津为着力点,完善生态建设新布局;二是以产业结构调整为核心,构筑生态产业新体系;三是以机制创新为动力,增强生态建设新活力。

The construction of ecological civilization is one of the major strategic objectives of the 18th CPC National Congress and one of the important contents of the ＂Two Environment Building＂ in Hebei Province.However,the current situation of the ecological environment in Hebei Province is not optimistic.There exist chiefly three major challenges： first,the fragile ecological environment and serious environmental pollution;second,the irrational industrial structure and greater ecological security risks;third,the prominent ecological poverty and unoptimistic development trend.Therefore,in order to promote ecological civilization construction and build a beautiful Hebei,Hebei Province must achieve three major breakthroughs during the 12th Five-Year Plan period： first,taking areas around Beijing and Tianjin as the focal point to improve the new layout of ecological construction;second,taking the adjustment of the industrial structure as the core to build a new system of eco-industry;third,taking innovation as the driving force to enhance the dynamic of ecological construction.
