"十二五"时期,我国工业重点行业将面临SO2和NOx总量减排、控制工业烟粉尘等常规污染物排放和降低CO2排放强度等多重目标。在同时面对温室气体减排压力和严峻环境污染形势的背景下,研究温室气体减排的协同效益既有重要的政策策略意义,也体现了减缓气候变化和污染物减排在经济、社会和环境上的共赢共利。文章从协同效益的概念出发,分析了国内外关于温室气体减排政策对于减缓环境污染、提高人类健康效益和社会福利等方面的协同效益研究现状,详细分析了协同效益分析的主要模型研究工具,及协同效益经济化货币化的必要性。基于现有研究的局限性,文章指出未来研究方向,建议向混合模型和经济化中寻找区域政策优化的可能性。

We are now suffering from pressure of greenhouse gas emissions reduction in future,while at the same time facing the severe environmental pollution situation,especially during the twelfth-five-year stage.It’s of much nessacity to pay attention to the co-benefit of the climate policies in China,not only for its strategic importance,but also for its strength to reflect win-win possibility between the mitigation of climate change and environment protection,economy and social development.In this paper,we started from the concept of synergy,analyzed the domestic and international research on co-benefit of greenhouse gas emissions policies for pollution control,improvement of human health and social welfare benefits,we carried out a detailed analysis of co-benefit analysis models and necessity of benefits monetization.Based on the limitations of existing research,this paper pointed out the direction of future research,suggested the monetization analysis and hybrid model in order to find possible regional policy optimization.
