通过实地培训和考察,介绍了美国公有林的发展历程、经营现状、管理体系及其主要特点,并对照我国国有林场的相关情况进行了思考。美国公有林面积（12920万hm2）占全国森林总面积的42.6%,按照权属关系形成了联邦政府垂直管理的国有林管理体系和州政府垂直管理为主的其他公有林管理体系,实行＂谁所有、谁管理、谁投入＂的管理制度。其公有林顶层定位明确、管理体制稳定、责任主体明确、经营科学规范、收支渠道顺畅、社会保障健全,为我国国有林场改革提供了有益借鉴。

With the field training and examining, the paper introduced the history, situation, management sys- tem and its main features of the American public forest, compared with China＇s state-owned forest farm. Amer- ican public forests （129.2 million hectares）, 42.6% of the total area of the national forest, according to the owner- ship relationship formed by the federal government vertical management of the state-owned forest management system and the ~tate of vertical management to give priority to other public forest management system, imple- ment ＂who owns, who manages, who puts into＂ management system. The public forest top clear positioning, stable management system, clear the main responsibility, scientific and standardized management and smooth payment channels, improve social security, provides beneficial reference for the reform of state-owned forest farms in China.
