各级各类高等教育有效衔接与沟通是构建人才成长“立交桥”的核心。伴随俄罗斯社会从单一向多样化发展，其高等教育出现了不少问题，为保障教育质量和教育系统的前后连贯和有效衔接，俄联邦政府相继出台了各种政策措施。从制度建设和课程设置两方面来分析，制定国家教育标准、确定基本必修课程、建立高等教育鉴定制度及政府大力推动是俄罗斯高等教育“立交桥”构建的关键所在。

Effective convergence at all levels and types of higher education is the core to build an overpass of talent growth . In the process of diversified development of Russian society, higher education exposed many problems. To ensure the improvement of education quality and the coherence of education system, Russian federal government found solutions by introducing a variety of policies and measures in succession. From aspects of institution building and curriculum provision, it analyzed the effective convergence at all levels and types of higher education in USSR. The national education standards of Russian higher professional education, the basic required courses, higher education appraisal system and government＇s active promotion are the key to building the overpass of higher education in USSR.
