森林认证是林业可持续经营的核心,作为一个有效的可持续森林管理工具已被广泛的接受和认可。从制度创新和变迁角度对森林认证的本质进行分析,指出它是实施可持续森林管理的一个全新的制度创新、是非国家市场驱动的私人治理机制;总结归纳了政府在森林认证中的角色定位;评析了发达国家、发展中国家及经济转型国家政府在森林认证中作用的经验;论述了我国政府在森林认证中的路径和措施,以期未来更好地推进森林认证的实践。

Forest certification is the core of sustainable forest management. As an effective tool of sustainable forest management, it has been widely accepted and approved. This paper analyzed the nature of the forest certification from the perspective of institutional innovation and change, pointed out that it is a new institutional innovation of the implementation of sustainable forest management and a non-state market-driven private governance mecha- nism; summed up the role of government in the forest certification; and evaluated the experiences of the role of governments in the forest certification in the developed, developing and economic transition countries; discussed the paths and measures of our government in the forest certification, in order to better promote forest certification practice in the future.
