四川西北部连片分布了多个国家级自然保护区，原生态旅游资源丰富，但其毗邻社区存在大量的贫困人口。该区现有的旅游市场是小规模的户外探险观光游。旅游业与该区其他传统行业相比，对自然环境的破坏少、进入门槛低，可作为扶贫的重要手段。由于当地政府缺乏相应的旅游扶贫意识，旅游开发定位过高且多头管理，使得该地区的村民参与旅游服务的机会少且收益不稳定。据此，课题以该区内的虎牙藏族乡为例，具体分析了其旅游扶贫的障碍及对策。在此基础上，深入探讨了四川西北部自然保护区毗邻社区旅游扶贫中的旅游开发定位、政府角色转变以及相应的执行机构与措施等关键问题。

There are many of national nature reserve in northwest Sichuan. It abounds with original ecological tourism resources and poor rural populations; therefore, at present, there is only small-scale market for outdoor exploration in the area. Compared with traditional local industries, tourism is more environment-friendly and less high-priced, which enables it to be an important way of poverty alleviation. However, because of local government＇s neglect of promoting pro-poor tourism, undue positioning of tourism development and overlapping management of the industry, local villagers, especially poor ones, are unable to find enough jobs or steady incomes from tourist trade. Taking Huya Tibetan village as an example, the research topic explores obstacles in the way of the locality＇s pro-poor tourism trade and tries to provide corresponding countermeasures. Furthermore, it probes the proper way of positioning tourism development, changing government＇s role, establishing executive agencies and introducing effective measures for the development of pro-poor tourism in the community adjacent to national reserve of northwest Sichuan.
