在DEA—Tobit两阶段分析框架下，本文使用1998—2011年省际面板数据，研究了中国地方政府卫生支出效率。应用非参数数据包络分析（DEA）方法测算地方政府卫生支出的综合技术效率、纯技术效率和规模效率，并利用受限因变量Tobit模型对效率评价结果与其影响因素之间的关系进行实证分析。研究结果表明，地方政府卫生支出效率存在显著的地区差异，而决定效率差异的重要因素包括财政分权和医疗卫生体制改革等政策变量，以及人均GDP、居民受教育水平、人口密度、城市化水平等经济与社会因素。

재DEA—Tobit량계단분석광가하，본문사용1998—2011년성제면판수거，연구료중국지방정부위생지출효솔。응용비삼수수거포락분석（DEA）방법측산지방정부위생지출적종합기술효솔、순기술효솔화규모효솔，병이용수한인변량Tobit모형대효솔평개결과여기영향인소지간적관계진행실증분석。연구결과표명，지방정부위생지출효솔존재현저적지구차이，이결정효솔차이적중요인소포괄재정분권화의료위생체제개혁등정책변량，이급인균GDP、거민수교육수평、인구밀도、성시화수평등경제여사회인소。
Based on panel data of 31 provinces in China from 1998 to 2011, this paper analyzes health expenditure efficiency of local governments by using a two-stage framework of DEA-Tobit. Firstly, using DEA method, it evaluates the composite technical efficiency, pure technical efficiency and scale efficiency of local governmental health expenditure. Secondly, it makes an empirical study on the relationship between efficiency scores and some social and economic factors by Tobit, a limited dependent variable model. The results show that, owing to such social and economic factors as fiscal decentralization degree, health system reform,GDP per capita, education level, population density and urbanization rate, Chinese local governmental health expenditure efficiency varies widely among different areas.
