文章从发展规模、发展速度、产业结构、经济效益和发展潜力五个方面入手,构建了由14个指标组成的服务业综合发展水平评价指标体系,进而运用主成分分析法,从时间序列和截面两个维度,对江苏服务业综合发展水平进行了评价,并与其他地区进行了比较。结果显示：1996-2011年间,江苏服务业综合发展水平总体呈现不断上升之势,2005年以来上升势头更加强劲;在全国31个省市的比较中,江苏服务业综合发展水平稳居第四位,在K-均值聚类结果中属于服务业较发达地区;但同时,江苏服务业发展也呈现出一些低端化的特征。最后基于评价结果提出了提升江苏服务业综合发展水平的两点建议。

From five aspects of development scale, development speed, industrial structure, economic benefit and develop- ment potential, Ibis paper builds the service industry level evaluation index system which includes 14 indexes in total. Then adopting principle component analysis method, and from the two dimensions of time series anti cross section, the comprehen- sive development level of Jiangsu service industt7 is evaluated and compared with other regions. The results as follows, the comprehensive development level of Jiangsu service industry is on the trend of rising overall from 1996 to 2011 with a more strong growth momentum since 2005. While in the comparison of 31 provinces and munieipalities, the comprehensive devel- opment level of Jiangsu service induslry ranks No. 4 steadily, and in the K-means cluster result, Jiangsu belongs to the rela- tively developed regions. However, at the same time, some low-end characteristics are also presented in Jiangsu service de- velopment. Suggestions are finally put forward based on the evaluation results so as to raise the comprehensive development level of Jiangsu service industry.
