文章基于复杂自组织理论,从产业集群演进视角将产业集群分为内生型和外生型两类,剖析了产业集群各形成阶段的特征以及产业集群内各主体之间的相互关系,并探索他组织力量和自组织力量的协同作用。文章发现重庆电子信息产业集群属于典型的外生型产业集群,在地方政府出台各项优惠政策助推下其产业聚集度骤然上升,形成空间集聚。其形成过程主要依赖于地方政府等他组织力量,致使产业集群涨落程度过大,自组织能力没有相应提高,制约了产业集群经济外部性的发挥。建议当地政府重视电子信息产业在重庆植根式发展的引导,增强产业集群的自组织能力。

Based on the Complex Adaptive System （CAS） theory, this paper divides the industry cluster into intrinsically-de- veloped and extrinsically-developed according to its evolution process, and analyzes the eharaeteristics about each section and the interrelationship between each department, explores the synergy of other-organization force and self-adaptive strength. The paper points out that Chongqing＇s electronic information industry cluster is typically extrinsically-developed, due to the preferential policies carried out by the local government, the agglomeration level suddenly rises up and shapes the colony settle- ment on the space. The formation process is mainly dependent on the local government and other organizational strength, re- suhing in the fluctuation of industrial dusters is too widely, without a corresponding increase in self-organizing capacity, which restricts the economic externalities of industrial clusters played. The paper suggests that the local government should di- vert the policy importance to guide the electronic information industry taking root in Chongqing, thereby, to enhance the self-organizing and serf-adaptive capacity of the industrial clusters.
