实施城镇化是实现现代化的客观要求。怎样实施城镇化？首先必须认识它的目标，即明确城镇化、工业化和农业现代化的目标，在此基础上，全国分东、中、西三类地区，有序差别推进新型城镇化。欲达此目的，还需解决农民苦、农村穷、农业真落后的“三农”问题，监进行一元化公共财政、一元化公共治理和一元化户籍管理制度改革。

Carrying out urbanization is an objective requirement of realizing modernization. How to make urbanization come true？ First, we must recognize the target, which contains three basic demands. Second, the country should be divided into three regions, the east, the middle and the west region. These three regions should propel urbanization in order and separately. To achieve this aim, we need to resolve issues concerning lag agriculture, poor countryside and farmers living hard. Reforms must be made to the unified public policy, the unified public governance and the unified residence registration system.
