在当前语境下讨论“社会政策时代”这一术语，需要对其进行重新认识。“社会政策时代”既不表现为社会政策的密集出现，也不表现为社会政策模式的稳定化。从历史维度和类型学维度的二维分析方法来考察，我国当前的社会政策时代来临的真正标志表现为两点：从历史维度看，社会政策从公共政策的从属地位走向公共政策的中心地位；在类型学维度上，一种新型的、与经济政策协调发展的、具有投资效应的积极社会政策开始兴起。社会政策时代也给研究者和决策者提出了新的任务：社会政策研究应该走向经济社会发展的中心，主动参与经济社会发展核心问题的讨论；社会政策的建设应更强调整体经济社会发展的协调性；政策制定者需要将发展理念融入到社会政策建设中。

Under the current context, to discuss the term ＂ the age of social policy＂ needs to reconsider it. ＂The age of social policy＂ does not mean the tense appearance of social policies or the stabilization of certain social policy pattern. Under the two-dimensional analysis frame in terms of the historical perspective and typological perspective, the manifestation of ＂ the age of social policy＂ in current China mainly lies in two aspects respectively： First, social policy has been moving from the subordinate part to the central position in public policies; second, a new type of positive social policy, which is coordinated with economic policies and has investment effects, has begun to become the mainstream of social policies. ＂ The age of social policy＂ has presented new propositions for the researchers of social policy and social policy makers ： the study of social policies should go to the center of the economic society＇s development and take part in the discussion on the key questions regarding to the development of the economic society; the construction of social policies should emphasize more on the coordination of the development of economy and the society; the idea of ＂ developing＂ should be integrated into the construction of social policy.
