在各类危机频发、社会应急管理能力亟需提高的中国，如何实现源头治理、流程化管理，是一个非常重要的。本文提出通过建立应急质量管理体系，编制对各类组织均具有普遍适用性的应急质量标准书，来实现包括危险源治理、危机预警、危机处置、恢复重建、持续改进等环节的全过程管理，并通过强化政府部门在这一过程中的评估责任，使应急质量管理成为常态性、标准性的工作，进而提高全社会的应急管理能力。

As to the frequently-happened social crisis, the key way to solve it is to realize the source governance and process management. The paper faces this issue and develops a system of emergency quality management, which will meet the crisis-managed demands of different organizations. The system is a full process management, which includes emer- gency quality standard brochure, crisis warning, crisis disposal, recovery reconstruction, and continued improvement process. The system also helps government to enhance its assessment responsibility and make the crisis management as a daily job according to the standard. At the end the whole society＇s capacity to solve the crisis will be improved.
