国土资源“一张图”工程旨在实现国土资源全要素信息的集成与整合。基于此，对国土资源全要素管理模式进行定义，给出国土资源全要素管理信息系统的建设思路，并分析该系统概念模型和应用模型，从技术架构、系统开发模式、业务处理模式等方面，构建了徐州市国土资源全要素管理信息系统，为实现国土资源精细化管理提供了技术支撑。

The ＂land and resources in one map＂ project aims to achieve the integration of total elements information of land and resources. This paper first defines the total elements management of land and resources, and then explains the construction thoughts of such an information system, analyzing the conceptual model and application mode of the system. Finally, the paper builds the total elements management information system of land and resources of Xuzhou City in terms of technical structure, development mode and business processing mode, providing technical support for the delicacy management of land and resources.
