当前盛行的“泛道德化”环境法理论研究无助于环境法实践，此进路下的环境法目的更是无法实现，因此需要转换环境法目的研究的方法论，选择法律工程研究的进路，从客观的环境损害出发，用任务法的思维指引环境立法，将环境法看成是应对环境损害的“规划”。环境法目的的实现依赖于若干时间节点上的环境法“任务”的完成，任务法面向的环境法不仅可以纠正当前环境法律存在的不足，亦可以协调环境法律之间的内部矛盾，建立环境法体系的良好秩序，使环境法律得以系统化。

At the moment, the pan - morality inclination prevails in the study of the theory of environmen- tal law, and it~ not good for the practice. Under this way, the goal of environmental law gets more illuso- ry, and can not achieve the effects. So change the methodology of such study is necessary, choose the way of legal engineering study, start from the objective environmental damages, and see the environmen- tal law as ＂plans＂ to cope with such damages. The achievement of the goal of environmental law depends on the ＂tasks＂ of environmental law whether can complete or not at some point in time. In the task law angle of environmental law not only can recover the insufficient above, but also can resolve the inner con- tradiction of environmental law, and build up the normal order of environmental legal system, so that make environmental laws be systematized.
