加强集体林权流转制度建设是深化集体林权制度改革的重要内容。在回顾江西集体林权流转制度建设基本情况的基础上,对所存在的问题进行了评价,进而提出明确林权流转主体范围、适当放宽林权流转限制年限、建立健全林权流转资产评估制度、简化林权流转程序和手续、建立有效林权流转风险管控制度等政策建议。

Strengthening the collective forest rights circulation system construction is an important content to deepen the reform of collective forest right system. On the basis of reviewing basic situations of collective forest right circulation system in Jiangxi, this paper analyzes and evaluates existing problems, then puts forward ideas of improving the collective forest rights cir- culation system： defining the range of subject in forest right circulation; relaxing the time limit of forest rights circulation system appropriately; establishing a sound forest rights circulation assets assessment system; simphfying the procedures and formalities of forest rights circulation; constructing an effective risk control system of forest rights circulation.
