鲜有文献关注离岸ITO发展的技术创新能力的影响因素。本文拟弥补现有文献的不足，引入区域创新系统理论，分析中国各省城内企业、高校和政府等技术创新主体的要素投入及其相互合作对当地离岸ITO发展的影响。得出以下结论：企业与高校投入技术创新合作的资金对离岸ITO发展均没有正面影响；企业研发人员和高学历人员的技术创新活动与离岸ITO发展显著正相关，且贡献度很高；区域创新系统的运行效率对离岸ITO发展有滞后的正面影响；离岸ITO发展还受到区位因素的显著影响。

Little literatures concerned the factors of teetmologieal innovation ettpability Of development of offshore 1TO. This paper intended to stride over the gap of existing literatures, introducing the regional innovation systems theory to analyze the impact of the factors and their interactions of the technological innovation elements of the enterprises, universities and governments on the promotion of offshore lid in various provinces. This paper found： investments from the cooperation of enterprises and universities had no positive influence on affshore liD; the technological innovation activities of R＆D and highly educated personnel had slgoifieant positive correlation and eontribu- tion of a high degree with the local development of offshore 1TO; the efficiency of RIS had lagged positive impact on offshore ITO; the pro- motion of offshore lid was significantly affected by location factors.
