信访制度在我国的社会生活中发挥着难以替代的作用，其所承载的公民政治参与、意见表达与权利救济功能不能截然分开，中央和省（市）级信访工作应以公民意见表达为中心，基层信访工作应以纠纷解决（公民权利救济）为中心。信访制度纠纷解决功能的实现机制而非这一功能本身，是造成目前信访困境的根本原因；为保障人们的合法权益，化解目前的信访困境，对信访制度纠纷解决功能的实现机制进行法治化改造或许是改良信访制度的可能路径。
信訪製度在我國的社會生活中髮揮著難以替代的作用，其所承載的公民政治參與、意見錶達與權利救濟功能不能截然分開，中央和省（市）級信訪工作應以公民意見錶達為中心，基層信訪工作應以糾紛解決（公民權利救濟）為中心。信訪製度糾紛解決功能的實現機製而非這一功能本身，是造成目前信訪睏境的根本原因；為保障人們的閤法權益，化解目前的信訪睏境，對信訪製度糾紛解決功能的實現機製進行法治化改造或許是改良信訪製度的可能路徑。
신방제도재아국적사회생활중발휘착난이체대적작용，기소승재적공민정치삼여、의견표체여권리구제공능불능절연분개，중앙화성（시）급신방공작응이공민의견표체위중심，기층신방공작응이규분해결（공민권리구제）위중심。신방제도규분해결공능적실현궤제이비저일공능본신，시조성목전신방곤경적근본원인；위보장인문적합법권익，화해목전적신방곤경，대신방제도규분해결공능적실현궤제진행법치화개조혹허시개량신방제도적가능로경。
Letters and visits system in our country plays an irreplaceable role in our social life, in which the functions of citizens＇ political participation, opinion expression and right remedy cannot be separated from each other. And at the central and provincial （municipal） level, the letters and visit authorities should be centered on citizens＇ opinion expression, while at the grass-roots level, the concerning authorities shall take the dispute res- olution （ civil rights relief） as the center. The realization mechanism of the functions of dispute resolution of let- ters and visits rather than the function itself,is the fundamental reason for the difficulties the letters and visits authorities facing at present. To protect the lawful rights and interest of the people, resolve the current com-plaint, we should legalize or improve its realization function under the rule of law, which may be a possible path to improve the said system.
