基于资源配置的视角对环境保护专项资金的绩效审计基准进行研究,借鉴＂空间目标＂的思想,运用最优化方法构建了环保资金绩效审计的基准模型,并引入一个简化的实例,对基准模型的具体运用进行了阐述,以期为环保资金绩效审计从运行层面拓展到配置层面提供理论指导。

This paper aims to study the performance audit benchmark problem for environmental pro- tection budget from the perspective of resource allocation. Optimization methodologies are used to con- struct a benchmark allocation model for the performance audit of environmental protection budget. A sum- marized case is provided to illustrate how to use the benchmark model. The results will also provide some theoretical instruction for the transforming of environmental protection budget performance audit from fo- cusing on operation performance to allocation performance.
