近年来．我国政府统计管理工作存在数据失真、效率低下等严重问题，主要原因是现行政府统计管理组织模式仍具有浓重的计划经济气息，而引入竞标式统计项目管理则能够完善竞争机制，提高统计效率与质量，节约统计成本，实现有效监控。为此，必须解放思想、转变统计管理观念，变金字塔式的统计管理组织结构为矩阵项目式的组织结构．同时也需要发动和借助广泛的社会组织力量参与其中。

Introducing bidding statistical project management in China is able to improve competitive mechanisms, enhance statistical efficiency and quality, save statistical cost and achieve effective monitoring. Therefore, we must emancipate our minds, change the viewpoint of statistical management and change the pyramid-type organizational mode of government statistics management into the matrix-type organizational mode. At the same time, we also should mobilize and organize various social organizations to get involved in.
