民口企业参与军工科研生产在实践中遇到了诸多困难。通过调研湖南省长株潭地区民口企业参与军工科研生产情况,对影响"民参军"的市场、技术、程序、信息和财政税收等五种壁垒进行了解读说明。要破解这些壁垒,既需要国家和军队加快国防科技工业和装备采购体制改革,又需要地方政府努力营造有利于"民参军"的区域环境。同时,民口企业也要主动作为,依靠科技创新,找准参与军工科研生产的切入点,在新产品、新领域上下功夫,并坚持量力而行,走军民结合发展道路,打造具有军工特色的企业文化。

Civilian enterprises entering into military ST and production has encountered many difficulties in practice.Through investigating the situation of civilian enterprises entering into military ST and production in Changsha-Zhuzhou-Xiangtan Area in Hunan Province,barriers influencing civilian enterprises entering into military ST and production which include market barriers,technical barriers,procedure barriers,information barriers,financial and taxation barriers,are acquired and analyzed.In order to break these barriers,the state and the military should speed up the reform of defense industry and equipment procurement system.Moreover,it requires the local government to create a favorable environment and provide a good growth condition for the civilian enterprises entering into military ST and production at the regional level.As for the civilian enterprises,they should take the initiative to act,rely on ST innovation,find good entries to enter,develop new products and new areas,do according to their capabilities,go the way of combining military with civilian,and build a corporate culture with military industry characteristics.
