西藏 高校畢業生 就業現狀 分析

通过对西藏高校毕业生就业状况的调查,发现西藏高校毕业生的就业主呈现毕业生就业水平总体较高、捧“铁饭碗”的毕业生所占比例高、毕业生“内销型”就业比例极高、自主创业的毕业生比例极低、面向企业等主就业市场的比例低以及毕业生中继续升学深造的比例极低等特点。同时存在就业计划经济色彩浓厚、毕业生及家长就业观念保守、人才供需结构性矛盾突出、毕业生就业面狭窄等问题。究其原因,主由就业政策改革滞后与主就业领域的非市场性因素浓厚、整体改革滞后和现实困境不利于养成进取心态、办学模式和办学条件形成的结构性矛盾、就业政策联动性不强且落实不到位等成因造成。

An investigation of employment of university graduates in Tibet has shown that the overall level of employment is rather high with characteristics of 1 ) a high rate of students getting a "iron rice bowl" ( a secure job) ; 2) a very high rate of students getting a local job ; 3 ) an extremely low rate of students setting up their own business; and 4) a lower rate of students employed by enterprises than that of students pursuing further study. Meanwhile, there are problems of economy-oriented employment plans, conservative ideas of graduates and parents about employment, serious contradiction in the structure of supply and demand of talents, and narrow choice of employment for graduates. They are mainly caused by the lagging in the reform of employment poficy, non-market factors in major fields of employment, the lagging of overall reform, current plight unfavorable for cultivating aggressive attitude, structural contradiction produced by school running model and conditions, and insufficient interaction and implementation of employment policies.
