粮食补贴政策是国家重要的农业支持政策。粮食补贴政策的重要目标之一是提高农民种粮积极性,促进粮食增产,确保国家粮食安全.然而粮食补贴政策的实施效果能否达到理论的预期效果一直存在较大争议。本文首先基于农户行为经济学理论,构建农户生产决策行为理论模型。考察补贴政策对农户粮食生产投入行为的影响,明晰粮食补贴政策的作用路径:然后基于粮食主产区安徽省的农户实地调查数据。构建扩展的Cobb-Douglass生产函数测算粮食补贴政策对农户粮食增产的贡献。据此实证检验粮食补贴政策的产量效应。实证结果显示。粮食补贴政策可以通过影响农户的种植决策行为和投资决策行为来影响农户的粮食生产行为,实证检验了粮食补贴政策的作用路径。并且进一步研究发现,粮食补贴政策对促进粮食增产的潜力和空间很大,亩均粮食补贴水平提高1%,将使农户的粮食产量增量提高0.056%。据此本文提出了加大粮食补贴力度、加强农资价格市场监管以及加快土地流转、粮食补贴政策向种粮大户倾斜等政策建议。

As one of important national agricultural support policies, one of imporant goals of grain subsidy policy is to improve farmers' enthusiasm for growing grain and increase grain production to ensure national food security; however, implementing whether can achieve the desired effect by is a great controversy. Based on the theory of farmer behavior economics, this paper constructs theory model of farmers' production decision behavior which subsidy policy is embedded in, studies the effect of grain subsidy policy on farmer's production behavior to show the action path of grain subsidy policy; then, the paper constructs extended Cobb-Douglass production function to estimate grain subsidy policy' s contribution for promoting grain production and empirically test the production effect of grain subsidy policy on the basis of farmer survey data in Anhui Province. The resuhs show that grain subsidy policy can influence farmer's planting decision and investment decision to affect farmers' grain production, and empirically test the grain subsidy policy action path. Furthermore, grain subsidy policy has large potential and space to promote grain production. 1% increase of subsidy per mu will make farmer grain yield improve 0.056%. Therefore, this paper gives some suggestions including increasing grain subsidies, strengthening agricultural market prices regulation, accelerating land circulation and tilting to large grain planting farmers.
