后工业化阶段，发达国家以服务业为主体的虚拟经济占比越来越大，而中国沿海部分发达地区的经济出现了“脱实向虚”的现象．以制造业为主体的实体经济发展遭遇诸多困难。本文通过对日本和美国经济发展历史的研究发现，在后工业化阶段产业结构“软化”的过程中．日本产业资本的“离本土化”和美国产业资本的“离制造化”不同程度地导致了产业空心化现象。到底应如何认识这种现象或趋势呢？本文认为，产业空心化在形成机理方面具有异质性和一般性特征，而产业结构演进过程中“空心化拐点”和“空心化陷阱”的出现也具有相当的必然性：从美国两次通过“再工业化”治理产业空心化的经验看，要使产业结构有效绕过“空心化拐点”而不落于“空心化陷阱”．最为有效的策略是毫不放松地发展实体经济和现代制造业。最后，本文提出了通过协调虚拟经济和实体经济关系等措施防范产业空心化的若干政策建议。

During the post-industrial stage, the virtual economy with service industry dominated in developed rountries is still growing. In the meantime, some developed coastal areas of China are experiencing a period called off the real industry, which is mainly embodied as the severe contraction of the real economy with manufacturing sector as the main entity. The development of virtual economy with service industry dominated encounters a series of difficulties. Based on the research of Japan and U.S., in the soften process of industrial structure of post- industrial stage, which are specified as off-homeland of Japan＇s industrial capital and off-manufacture of America＇s industrial capital, hollowing out phenomenon has been induced in these two countries in different degrees. How to identify this phenomenon or trend？ The author believes that the formation mechanism of industrial hollowing out are both with heterogeneity and general characteristics,and the hollowing turning point and hollowing out trap are both inevitable during the evolution of industrial structure. From the successful experience of governance the hollowing out by re-industrialization of the U.S. twice, the author thinks the most effective strategy is to develop real economy and modem manufacturing industry relentlessly. Only in this way, the hollowing trap can be avoided. In the end, this paper concludes with a series countermeasures and suggestions such as coordinating the relationship between the real economy and the virtual economy to avoid industrial hollowing out.
