The paper described the application model of the regional cloud library system, gave a summary of potential safety hazard which existed in it＇s operation process. Author pointed out to achieve the safe and stable working of the regional cloud library system, should strengthen the construction of institution on the one hand, and should pay more attention to the choice of security technology on the other. Author proposed a design of identity authentication and access control platform based on PKI and PMI applied to the regional cloud library system. This design could efficiently meet the user identity authentication, access con- trol, information security, data protection and security audit requirements of the regional cloud library system. It was an ideal security solutions in the regional cloud library system. In the end, this paper expounded realization of ideas of the design in detail.
