安南都护府是唐朝设置在南部边疆地区的重要军政机构。唐代中央王朝主要通过安南都护府实现对南疆各正州和羁縻州的有效控驭。尽管唐从边疆民族地区的特殊情况出发，对南疆羁縻州的控制与管理采取了与正州不同的统治方式，但从根本上而言安南都护府辖下不管正州或羁縻州，无非政权形式的差异而已，统由安南都护节制，同属唐帝国国家主权之下的地方行政区域则并无二致。唐代在南部边疆地区所推行的这种酌依其俗、灵活制宜的羁縻政策，并不强行国家权威在岭南一隅的一蹴而就，却是因地制宜，因俗而治，旨在通过羁縻州制渐进式地推进国家力量在南部边疆的渗透。而安南都护府辖下正州、羁縻州之行政地位升降变迁的历史现象，实质正生动地演示了唐代国家权威在南部边疆或强或弱的渗透进程。

Annam Protectorate was the significant military and political institution established in the southern area by the central government of Tang Dynasty. The central government efficiently controlled and administrated the Jimi Zhou （an ancient administrative division） and other divisions in the southern border area through the Annam Protectorate. Although the imperial government adopted different measures to govern Jimi Zhou considering the special conditions of the southern border area where ethnic minorities inhabited, fundamentally both Jimi Zhou and other administrative divisions were under control of the Annam Protectorate. There is no difference between Jimi Zhou and other administrative divisions under national sovereignty. Flexible policy was implemented in order to bring other nationalities or states under control of the government. Based on local customs, the government adiusted the policy to local conditions rather than enforcing the imperial authority on the remote areas, so as to make imperial power permeate into southern frontier regions step by step. And the political status of Jimi Zhou and other divisions governed by Annam Protectorate reflected clearly how imperial authority penetrated the southern border area in Tang Dynasty.
