选取正在试行党代会常任制的六个地市级单位进行实证研究，归纳出地市级党代会常任制试行的四个特点：制度先行、机构创新、履职规范和网络集约。城市化对推动地市级党代会常任制试行有积极影响。总体上说，城市化水平较低的试点单位组织安排色彩更浓些，代表自主的空间更小些，而城市化水平较高的市和区，代表的自主空间稍大些；城市化水平较低的地区党代会常任制的代表功能趋向于联系群众，城市化水平较高的地区党代会常任制的代表功能趋向于监督和服务。运用“场域”理论概念，在推进地市级党代会常任制的试行中，积极扩大党代会常任制的政治影响，着重做实党代会年会制，珍惜来之不易的党内政治资源。

Basted on the empirical study conducted at six perfecture -level administrations experimenting party convention ＂ permanent＂, we have summarized the following four distinctive features, system in ad- vance, organization innovation, executing standardized and network intensive. We believed that urbanization would exert positive effects on the party convention ＂permanent＂. On the whole, the lower the level of urbani- zation in a place, the stronger the administrative color there will be, and the less self - independence space the representatives would enjoy in this place. The higher the level of urbanization in a place, the more self - independence space the representatives would enjoy in this place. In the place of lower level urbanization, the function of representatives tends to contact with the masses, whereas in the place of higher level urbanization, the function of representatives tends to supervise and service. This paper explained relevant factors about party convention ＂permanent＂ employing ＂field＂ concepts. Thus,we can avoid and eliminate problems through our careful and solid efforts, and treasure political resources that we have.
