以社会资本理论分析“富人治村”现象，发现由于农村社会资本可为“富人治村”奠定社会网络基础，推动富人村官建立社会信任，促进“富人村官一村民”互惠规范形成，因而“富人治村”可获得良好的治理绩效，进而成为乡村治理的一种新模式。但目前“富人治村”存在富人参政动机功利化、社会信任流失、竞选行为失范和导致基层民主萎缩等诸多问题。为此，应加强村民组织建设，引导社会网络健康发展；提高富人村官队伍素质，提升其社会信任度；完善选举和监督等法律机制，规范社会资本运行，从而规范和完善“富人治村”运行机制。

The authors analyze the phenomenon of ＂Village Management by the Rich＂ based on the social capital theory and find that the social capital in rural area is conductive for the rich village officials to construct the social network, establish social trust and promote ＂the rich village officials villagers＂ reciprocity rules, which promotes the governance performance and makes the ＂village management by the rich＂ a new model of rural governance. However, the ＂Village Management by the Rich＂ also confronts difficulties such as participation motivation of interest, improper means of election, shrink of rural democracy and others. Therefore, the new paths shall be explored such as strengthening the construction of village organizations, enhancing the quality of the rich village officials, perfecting the relevant laws and regulations so as to perfect the mechanism of the ＂village management by the rich＂.
