面向战略性新兴产业内中小企业（含中型、小型、微型3种类型），对其技术创新能力的决定因素进行独创性研究。基于所择定的114家上市企业数据，运用探索性因子分析和聚类分析方法，研究影响其技术创新能力的决定因素，即创新投入水平、管理层技术知识水平、内在创新驱动程度、创新资源和机会开发的努力程度、研发产出水平，并在此基础上构建出当前适用的五维度技术创新能力评价指标体系。最后，有针对性地提出政策建议。

For the small and medium-sized enterprises of the strategic emerging industries （including three types of medi- um, small and micro）, an original research of the determinants of their technological innovation capability is conducted. Based on the selected data of 114 listed firms, exploratory factor analysis and cluster analysis are applied to explore the de- cisive factors affect the ability of technological innovation, that is, innovation input level, level of management technical knowledge, degree of intrinsic innovation-driven, effort level of developing innovative resources and opportunities, level of R＆D output. And on this basis, an applicable five dimensions evaluation index system for technological innovation capa- bility is constructed, targeted policy recommendations. Finally, several targeted policy recommendations are proposed.
