党的十八大报告指出，加快完善城乡发展一体化体制，着力在城乡规划、基础设施、公共服务等方面推进一体化。随着时代背景和法律依据的变化，乡村规划存在的问题越来越突出。文章从规划思路、管理制度等方面提出了乡村规划的发展策略：引导农民转变观念，积极参与规划；避免盲目模仿城市规划，但应考虑和城市规划的对接；加强人文环境和生态文明建设，保留乡村特色；完善基础管线设施和服务系统完善规划管理制度，实现规划的可持续性。
