为保障城市环境健康,必须配套一定规模的集中式环保基础设施,因此,亟需探索破解集中式环保基础设施规划、选址、建设、运营与服务期满全过程“邻避效应”之道,推进我国城镇环保能力不断提高,为探索社会主义环保新道路提供支撑。文章以垃圾焚烧处置设施为例,从经济学、社会学和政治学等角度深入探讨该类设施“邻避效应”产生的根源,在此基础上探索构建城市集中式环保基础设施长效管理机制,该机制包括:第一,建立城市环境公共设施的多部门联动机制;第二,相关规划的前瞻性、协调性、公开性与刚性;第三,加强环境保护部门在环保基础设施管理中的作用;第四,配套环境经济政策的可适性;第五,建设与运营商的专业性与可监督性。

To safeguard the city environmental health, certain scale centralized environmental infrastructures must be built. Therefore, means to break NIMBY during whole process of it's planning, locating, constructing, operating and closed must be study, in order to improve environmental protecting ability of cities and towns and provide support to the exploring of socialist new environmental protection way. In this paper, waste incineration disposal facility was study as an example, root causes of NIMBY were deeply study from economic, sociological and politic point of view. Then, long- acting management mechanism of urban centralized environmental facility was constructed, which including building multi-sector linkage mechanism for environmental public facilities, ensuring prospective, coordination, openness and rigid of related planning, strengthening the role of environmental protection department in centralized environmental infrastructure management, ensuring that supporting economic policy can be suitable, and ensuring constructor and onerator be orofessional and suoervised.
