我国地方政府机构改革在动力上遵循中央带动、自上而下的变迁模式；在主线上围绕政府职能转变不断深化；在横向上呈现出由调整行政体系内部关系向调整政府与市场、政府与社会关系的变迁过程；在纵向关系维度上呈现出分权化倾向。新一轮改革将以职能转变和放权为核心继续推进，但也面临如何界定各级地方政府职能、如何与市场和社会主体的发育联动、如何传播核心观念三大挑战。

Institutional reform of local government in China follows the central driven, top-down change pattern. On the main line, the transformation around government function continuously deepens. On the lateral space, change process is shown from the internal relationship between the adjustment of administrative system to adjusting the relationship between government and market. On the vertical dimension, decentralization appears. A new round of reform taking the transformation of government function and decentralization as the core will be continuously promoted. But there are still three challenges. They are how to define the functions of local governments, how to be in accordance with the growth of market and social subject, and how to spread core concept.
