随着经济全球化的加速发展,区域创新能力已经成为地区经济获取竞争优势的决定因素。在知识经济条件下,知识流动是创新主体间联动关系的核心表现之一,知识水平也是区域创新能力的本质反映。基于此,本文通过对知识管理流程的系统梳理,明确知识创造、知识扩散、知识选择、知识应用四个部分组成的知识管理流程;在分析各部分流程逻辑及联动关系的基础上,提出了知识流动模型;并结合对知识管理各流程的分类讨论,依次构建区域创新能力评价的各级评价框架,创新性的将知识流动升级演进过程与环境因素的相互作用纳入评价范畴;最后,通过郑州市区域创新能力评价的应用,表明所构建的区域创新能力评价指标体系选择依据及适用条件。

With the rapid development of global economy, regional innovation competency has been becoming the key factor, and playing more important role in regional competition. In the aspect of knowledge economy, knowledge flow describes the connections among those innovation subjects. Therefore, first of all, this paper would reorganize the process of knowledge flow in the category of society, based on the relative issues of previous resear- ches, and then knowledge management could be theoretically defined into four parts, knowledge creation, knowl- edge diffusion, knowledge selection and knowledge utility. In our deeper research, every process has to be more specific for further discussion, for instance, knowledge creation includes the creation of tacit knowledge and the creation of explicit knowledge ; knowledge diffusion is consist of marketed diffusion ( technique exchange diffusion, diffusion in technical cooperation, diffusion in knowledge commodity and capital investment diffusion) and non- marketed diffusion( diffusion in knowledge exchange and knowledge cooperation) ; knowledge selection could be di- vided into subjective factors (human factor, capital factor and technique factor, etc. )and objective factors (the number of financial institutions and intermediaries factors, etc. ) ; knowledge utility in fact includes macro utility (economy growth, technique contribute to GDP growth, employment level of high-tech personnel, etc. )and micro utility (revenue of new commodity, high-tech enterprise growth innovation also has to be considered, due to the fact that there , patent growth etc. ). The environment of regional is no knowledge could flow without influence by en- vironment factors. As a research issue, environment factors are hard to be distinguished between supporting factors and react factor. However, its indistinct feature perfectly matches the circular knowledge flow which will be intro- duced in detail later. It means that the environment factors could be integrated into those relevant processes. Secondly, the theoretical model of knowledge flow is illustrated by considering the procedure logic and linkage relationship. In the first round of knowledge flow, knowledge start becoming visible and applicable from tacit to ex- plicit; thus it flows from the source of knowledge creation to knowledge users, which are mainly enterprises in a certain region, through marketed or non-marketed diffusion; enterprises would make decision to select by judging their own needs, subjective and objective factors; the selected knowledge would bring positive impacts in order to improve economic and social benefits. In meanwhile, the benefit from knowledge utility will directly effect on re- gional environment for improving environment supporting. IN addition, knowledge utility is able to produce techni- cal benefit for satisfying knowledge creation. Till the first loop ends, the environment factors have to be changed. Under the supporting of new environment factors, knowledge management would restart to its second loop. The knowledge flow circulates continuously, showing a spiral upwards trend. And it is important to notice that there are many knowledge flow loops run simultaneously. This model is likely to describe the path of flow. Finally, in knowledge management angle, this paper states an applicable regional innovation evaluating index system, and explains the way of choosing such indexes. So that the system could measure those indexes more scien- tifically and more accurately evaluates regional innovation competence, to make further effort to scientific supporting in regional innovation. During the research, it is interesting that the system is found not only to evaluating in macro level in region, but also could be used in micro level, such as company inside. Therefore the evaluating system used inside knowledge carriers could be the further research in next step.
