“国培计划”自实施以来。在全国教师教育领域产生了广泛而积极的影响,为教师队伍的发展注入了生机与活力。是教师专业成长的强大外部推动力量。但在实施过程中存在应然与实然、理想与现实、期望目标与实际效果之间的矛盾。为推动“国培计划”持续发展。需以中小学教师职称晋升为杠杆.发挥教师专业发展的主动性、自觉性,引导教师提高专业水平和教育教学能力;以学历、学位提升为载体。通过集中培训、在岗研修等方式积累学分,逐步提高教师的综合素质和学历学位水平:以教育科学研究立项为抓手。引导教师积极开展教育教学改革。

The National Training Plam has brought about a broad and positive implication in the country since its starting. It is a powerful external driving force for teachers professional growth,which has injected vigor and vitality for the development of teachers. However, three are some conflicts in the implementation process between the natural and the Real, ideal and reality, desired target and actual effects. In order to promote The National Training Plan sustainable development, we consider it necessary to take the following measures: Making the teachers' professional title promotion as a lever to exert teacher professional development initiative, selfawareness, and raisng the professional standards and teaching ability; Making the teachers' academic degrees and diplomas promotion as a carrier to improve the overall quality of teachers through intensive training, training, etc; Making the teachers' educational research project as the starting point to guide them to carry out education and instruction reform; and so on.
