区域一体化进程的加快带来了区域公共产品供给不能满足居民需求的问题。社会建构属性的存在使得区域公共产品的范围和界限加以确定。区域公共产品供给涉及区域组织、辖区政府、辖区民众三个利益主体．偏好表露问题反映了公共产品的配置效率．管理激励问题反映了公共产品供给的技术效率．制度效率则可看成是评估区域公共产品供给一系列制度设计和制度安排的有效性。只有从技术效率、配置效率和制度效率三者的角度出发，才能综合评价区域内各辖区公共产品的供给效率。健全区域公共产品供给的合作与补偿机制等制度安排有利于供给效率的提高。

Acceleration in the process of regional integration heightens the problem of insufficient public goods supply for the relevant residents. The existence of a social construction attribute helps determine the scope and limit of regional public services and goods. Provision of such services involves the three distinct groups of regional organizations, governments, and residents. Preference reveals an issue relating to service allocation efficiency. Management incentive issue reflects a problem with the technical efficiency of public service supply. System efficiency can be deemed the overall effectiveness with which institutional mechanisms and administrative planning address the need for public service. Only from the perspectives of technical, allocational, and institutional efficiencies can we comprehensively evaluate the supply effectiveness within the component districts of each region. Improved cooperative and reimburse mechanisms can help raise the efficiency of public service provision.
