为了有效控制环境的不断恶化和可持续发展的需要,减少减轻废旧电子电器产品带来的环境污染,生产者责任延伸(Extended Producer Responsibility,简称EPR)制度顺势而出,该制度的思路是将原来由政府和纳税人共同承担的废物处置责任大部分上移,主要由生产者来承担。EPR制度实施的重要组成要素、EPR制度下的绿色设计思想以及物流网络模式的选择,从根本上决定了废旧电子电器产品的回收再利用绩效。本文从EPR制度的实施背景出发,分析了当前我国废旧电子电器产品回收现状和EPR制度的重要组成要素,探讨了在该制度下贯彻绿色设计思想、选择逆向物流网络实施模式的方略。

For the need of sustainable development, meanwhile, in order to control the deteriorating environment effectively and reduce the environmental pollution caused by waste electrical and electronic products, the system of Extended Producer Responsibility (EPR) generates. The main idea of the EPR is that the responsibihty for the waste disposal transfers from the government and taxpayers to the producers. The important component of the implementation of EPR system, the idea of green design and the selection of the logistics network modes fundamentally determine the recycling performance of waste electrical and electronic products. From the background of implementing the EPR system, the paper analyzes the current recycling situation of waste electrical and electronic products and the important elements of the system, and discusses the strategies of implementing the green design concept and selecting the implementation mode of reverse logistics network.
