新中国成立后的头三年，习仲勋主政西北地区。他在努力完成西北民主革命遗留任务的同时，致力于西北地区的经济建设，带领广大群众发展生产，平抑物价，实现了西北地区财政经济状况的基本好转。在制订西北地区经济建设计划、恢复和发展西北国民经济的过程中，习仲勋注重抓好农业生产、畜牧业发展、植树造林、铁路建设等基础性工作，大力改善人民生产生活条件，使西北地区的经济社会面貌发生了深刻变化，实现了他“当好西北人民的忠诚勤务员”的庄严承诺。

신중국성립후적두삼년，습중훈주정서북지구。타재노력완성서북민주혁명유류임무적동시，치력우서북지구적경제건설，대령엄대군음발전생산，평억물개，실현료서북지구재정경제상황적기본호전。재제정서북지구경제건설계화、회복화발전서북국민경제적과정중，습중훈주중조호농업생산、축목업발전、식수조림、철로건설등기출성공작，대력개선인민생산생활조건，사서북지구적경제사회면모발생료심각변화，실현료타“당호서북인민적충성근무원”적장엄승낙。
In the first three years of New China, Xi Zhongxun charged the northwest region. Making efforts to complete the remaining tasks of the democratic revolution in the northwest region, he was committed to economic development of the northwest region, led the masses to develop production and stabilize prices and achieved a fa- vorable turn for financial and economic situation in northwest region. In the process of the formulation of economic construction programs and the rehabilitation and development of the national economy in the northwest region, Xi Zhongxun paid attention to grasp agricultural production, livestock husbandry development, afforestation, railway construction and other infrastructure works, vigorously improved the people＇ s production and living conditions, which made the economic and social situations of the northwest region undergo profound changes and realized his solemn commitment of ＂being a loyal servants of the northwest people＂.
