在面对食品安全危机事件时，公共执法者的“理想化”执法往往由于能力性和主导性缺陷的存在，会造成主体缺失、成本激增、效率低下的新一轮公共执法与社会责任危机。应当以整体主义社会责任观为思维理念，以社会责任二元属性为逻辑起点，摈弃片面的个体主义社会责任承担方式，在食品安全执法中积极发挥私人执法主体的特殊优势，合理分担执法任务，引入奎太机制、改良诉讼制度、补充执法力量，最终在食品安全治理中实现私人执法模式的有效补充。
