马克思主义公共权力发展理论认为，在社会主义初级阶段，公共权力天然会异化，但异化并非公共权力的天然属性，防治公共权力异化是社会主义初级阶段不可不解决的社会发展难题文章在剖析权力寻租、权力递延、权力上瘾、权力染黑等当代中国公共权力异化现象的具体形态及危害的基础上，从社会发展语境、改革生态、阶层利益博弈状况、官德建设现状等方面揭示了当代中国公共权力异化的深层现实原因，并从大力提升社会自主性，加快推进行政体制改革，努力构建规范、公正的阶层利益协调机制，着力完善官德建设的他律机制等方面提出了消减当代中国公共权力异化现象的具体对策。

Public power development theory of Marxism indicates although alienation is not the natural attribute of public power, public power is alienated naturally and the prevention and control of public power alienation is the problem of social development in the primary stage of socialism. Based on the analysis of concrete forms and harmfulness power of public power alienation phenomenon, including rent-seeking, power deferred, power addiction and power dyed black in contemporary China, this paper reveals the deep reality reason of public power alienation in contemporary China from social development context, the ecological of reform, class interests game situation, official virtue construction situation, etc. and puts forward to reduce concrete countermeasures of public power alienation phenomenon in contemporary China through vigorously promoting social autonomy, speeding up the reform of administrative system, efforts to building specification, just class interests coordination mechanism, strive to perfecting the construction of official virtue heteronomy mechanism, and so on.
