我国经营城市的实践，虽然发展历史相对较短，但也取得一系列的成就。大连、青岛等地在经营城市发展的同时，不仅带动了相关产业的发展，吸引了各方投资者，为城市的发展筹集了大量的资金，同时也有效地改变了城市的投资环境和客观环境。然而经营城市发展过程中也出现了制度供给不健全、地方政府短视、与民争利、政府角色错位等现象？文章以湖南凤凰古城收费事件为例，剖析经营城市在我国发展进程中存在的问题，提出完善创新我国经营城市发展的对策．

Although the practice of city management in China has a relatively short history for the development, a series of achievements have been made. For example, Dalian, Qingdao, Hengshui and other places, have promoted the development of relevant industries, attracted all investors and raised large amounts of funds for the development of the city. Meanwhile, the investing environment and objective environment have been changed effectively as well. However, there are some problems in the city management development, for example, the relevant institutional supply of city management is not perfect, short-sightedness of the local government, disputing benefit with civilians, and the dislocation of government role, and so on. This paper takes the toll event in Hunan Phoenix Town as an example to analyze the problems during the development process of city management in China, and try to propose the countermeasures to perfect the city management development in China.
