社会稳定是人类永恒的主题，是任何政府必须面对而又必须加以调控的问题。而令人惊诧的是，影响社会稳定甚至引起社会“震荡”的人群之一却是社会上的弱势群体。弱势群体是社会群体中较为脆弱的群体，处于社会结构中的薄弱地带，当压力负荷累积到相当程度，社会风险将首先从这一最脆弱的群体身上爆发。弱势群体的保障残缺必将影响社会的和谐与稳定，因此，政府的保障责任应当首当其冲，如此才能有效化解潜在风险。

Social stability is an eternal theme of humanity,and it＇s a problem that any government must confront and regu- late as well . To our great surprise, the social vulnerable groups are one of those who will influence social stability and even spark off social turbulence. The vulnerable groups are a comparatively weaker one among all the social groups and they are in the weak zone of the social structure. When the pressure and workload are accumulated to a certain extent, social risk will break out first in the most vulnerable group. Incomplete protection of the social vulnerable groups will definitely affect social harmony and stability. Therefore, the responsibility of the government security should bear the full brunt. And only in this way can we effectively minimize the potential risks.
