Bernard Spolsky and Nancy Hornberger are the two most outstanding scholars at two different stages in the history of educational linguistics. Their scholarships have embodied the course of more than 40 years' development of this new field of study. The emergence of educational linguistics was a response to the vagueness in defining applied linguistics;however, it has earned a niche thanks to its innovativeness such as practice oriented approach, and its significant implications for the cause of foreign language education in China are such as not to be overlooked.
