社会资本理论为建设新型农民合作组织提供了理论支撑，进而为解决农村公共产品有效供给提供了一剂良方。本文通过对717份有关农户社会资本的调查研究发现：河北省农户中虽然外部信任度低，但血缘社会资本浓厚，家族成员内部信任度非常高；合作能力虽不足，但合作意愿较强；农户中已经形成了良好的社会规范，并有着稳定的社会声望体系；这种社会资本对建设新型的农民合作组织有着积极的作用：一方面它既能激发农民的合作意愿，为合作组织的建立提供心理基础、现实途径及精神动力。另一方面运用“能力社会资本”提升了农民能人的组织能力、领导协调能力、应变能力；运用较为稳定的社会声望体系克服“搭便车”问题，解决农民组织的集体行动困境，从而增强农民的合作能力，发展合作组织。

Social capital theory provides theoretical support for construction of new farmer cooperative organizations, besides that, it also solves the effective supply of rural public goods. On the basis of 717 farmers social capital in Hebei Province, the results were mainly as follows： rural households external credibility was low, but its internal credibility, namely kinship social capital was high; rural households cooperation ability was lack, but its cooperative desire was strong; rural households had been formed good social norms and stable social reputation system. The social capital had positive effects on farmer cooperation organizations： on the one hand, it could stimulate farmers willingness, and provide psychological basis, practical way and spiritual power for the establishment of farmer cooperative organizations. On the other hand, it could promote farmers organizing ability, leadership coordination ability, strain capacity, and overcome riding behavior. So it could solve farmer organization＇s collective action dilemma and enhance the capacity of farmer cooperation, and developing cooperation organization.
